WELCOME TO THE FEDERAL COMPETENCY ASSESSMENT TOOL - MANAGEMENT (FCAT-M), a tool created to provide a strategic leadership competency analysis of the skill level of an agency's future and current leadership cadre. The tool assesses the proficiency levels of agency leaders against the U.S. Office of Personnel Management's leadership and performance management competencies. Agencies can use the results of the assessments to support human capital strategies such as competency gap analyses, succession management, and developmental efforts.
