BORDER PATROL PILOTS WILL LOSE ENTITLEMENT TO THESE SPECIAL RATES UPON MOVEMENT TO ANOTHER POSITION. IN ORDER TO MAINTAIN SPECIAL RATES IN NONFOREIGN AREAS AS REQUIRED UNDER SECTION 1911 OF P.L. 111-84, THE ABOVE PAY RATES INCLUDE A SUPPLEMENT OF 4.72 PERCENT OF THE BASE GENERAL SCHEDULE (SEE HTTP://WWW.OPM.GOV/OCA/10TABLES/HTML/GS.ASP), ONE THIRD OF THE 14.16 PERCENT LOCALITY PAY PERCENTAGE AUTHORIZED FOR THE REST OF U.S. LOCALITY PAY AREA IN 2010. THESE SUPPLEMENTS ARE ADDED AFTER ALL OTHER CALCULATIONS ARE DONE, INCLUDING THE APPLICATION OF THE STATUTORY PAY CAP UNDER 5 U.S.C. 5305(A)(1).
