THE NAREAA ADDITIONAL ADJUSTMENT IS PAID IN ADDITION TO THE SPECIAL RATE THAT WOULD OTHERWISE APPLY AND, FOR THIS TITLE 5 SPECIAL RATE TABLE AND ALL OTHERS APPLICABLE IN OTHER NONFOREIGN AREAS AS DEFINED 5 CFR PART 591, IS EQUAL, AT EACH GRADE AND STEP, TO 15.06 PERCENT (THE 2017 LOCALITY PAY PERCENTAGE IN THE REST OF U.S. LOCALITY PAY AREA) OF EACH EMPLOYEE'S GENERAL SCHEDULE BASE RATE.
