THE NAREAA ADDITIONAL ADJUSTMENT IS PAID IN ADDITION TO THE SPECIAL RATE THAT WOULD OTHERWISE APPLY AND, FOR THIS TITLE 5 SPECIAL RATE TABLE, IS EQUAL, AT EACH GRADE AND STEP, TO 16.20 PERCENT (THE 2022 LOCALITY PAY PERCENTAGE IN THE REST OF U.S. LOCALITY PAY AREA) OF EACH EMPLOYEE'S GENERAL SCHEDULE BASE RATE.
